Job description

PLEASE QUOTE REF 997055  JOB PURPOSE   Provide an executive, advisory, development and co-ordinating HR service in respect remuneration, job evaluation, employee relations and HR policies and procedures.   PRINCIPAL RESPONSIBILITIES   1 Develop and contribute to HR initiatives and specialisms so that they are effectively introduced and integrated into Services for the benefit of management and employees.   2 Provide professional advice on employment legislation HR policies and procedures, grading submissions and remuneration matters to ensure the consistent application of policies and procedures.   3 Research, co-ordinate and develop HR policies, procedures, practices and guidance (consulting and negotiating as appropriate) to meet local and legislative requirements.   4 Develop and recommend grading policies, approaches and procedures to ensure compliance with legislation (particularly equal pay and equal value law) and national and local terms of employment.   5 Provide professional and technical advice on grading schemes and functional leadership to HR Officers involved in the evaluation process, to ensure that schemes are applied consistently and evaluation decisions are properly defended at appeal   6 Act in advisory capacity to evaluation and appeal Panels and undertake grading examinations of jobs submitted for review which are not subject to Panel evaluation to provide quality control and to ensure that the jobs are equitably and consistently graded.   7 Co-ordinate and provide advice and guidance on the implementation of the Council’s policy on trade union meetings in order that employee involvement is optimised and consistent with operational efficiency.   8 Plan, prepare and deliver guidance and training on HR policies, procedures and employment legislation to enable best practice to be promulgated in the treatment of employees in line with Council policies and legislative requirements.   9 Lead and/or contribute to HR and cross-service projects and working groups in order ensure that specialist HR issues are properly included and considered. Qualifications   Degree level qualification (or equivalent) Qualified member of the CIPD   Evidence of continuing professional development   Experience Experience of advising and presenting reports to elected Members.   Experience of consulting/ negotiating with trade unions.   Experience of leading/ contributing to cross service projects.   Substantial HR experience across a range of HR activities.   Demonstrable experience of developing and interpreting policies and procedures in a pragmatic way to solve organisational issues.     Knowledge & Skills   Good working knowledge of Hay and/or NJC job evaluation schemes.   Good knowledge of equalities issues relating to employment.   Comprehensive knowledge of local government conditions of service and HR policies.   Excellent working knowledge of employment legislation, case law and best practice.   Skills and Aptitudes   Project management skills.     Highly effective advisory, influencing, and communication skills (verbal and written)   Well developed IT skills with the ability to analyse and present complex information.   Able to create excellent working relationships with others.     Strong focus on delivery and high performance   Strives for excellence creating an environment that supports change.   Strong team player, working in partnership with others   Other requirements     Ability to travel Good attendance record.
