Job description

PLEASE QUOTE REF 995321 JOB PURPOSE   To support management in getting best from workforce by providing professional support and advice to relevant Manager/s on the operation, implementation, interpretation and management of Council policy and by providing accurate information and advice on HR issues to senior and middle managers, supervisors and individual members of staff.   PRINCIPAL RESPONSIBILITIES   1   Provide professional advice to management on HR policies and procedures and terms and conditions of service, attending Service Management Team Meetings as required, to ensure that employees are managed in a fair and consistent way.   2   Develop and contribute to organisational initiatives and HR specialisms, so that these are effectively introduced and integrated into services for the benefit of management and employees.   3   Research, devise and as appropriate, organize and deliver, training and development responses to identified needs to ensure that managers understand and can apply appropriate people management practices and staff are appropriately motivated and developed to respond to the changing work environment. 4   Advise, support and guide management in relation to employee relations activities in order that employee engagement and working relationships are optimized and consistent with operational efficiency.   5   Advise on and review (in conjunction with Management) the effective deployment of employees so that Services comply with workforce management principles, budget guideline targets and the staffing implications of policy options and financial decisions are taken fully into account.   6   Prepare and provide guidance, and provide the HR escalation required, in relation to disciplinary, capability, harassment and grievance cases, in order to assist management to maximize performance, provide effective responses and ensure fair and equitable treatment of staff.   7   Advise, and support management in the proper conduct of Health and Safety matters so that risks are minimized and hazards/accidents are dealt with according to agreed policies and procedures.   Qualifications   Qualified member of the CIPD Evidence of continuing professional development. Experience   Experience of consulting/negotiating with trade unions.     Experience of leading/contributing to cross service projects. Substantial HR experience   Demonstrable experience of interpreting policies in a pragmatic way to solve organisational and individual problems.   Experience of complex casework including TUPE transfers. Knowledge & Skills Good working knowledge of Hay and/or NJC job evaluation schemes.   Good knowledge of equalities issues relating to employment. Comprehensive knowledge of local government conditions of service and Cheshire East HR policies.   Good working knowledge of employment legislation. Skills and Aptitudes Project management skills. Highly effective influencing, and communication skills (verbal and written)   Able to create excellent working relationships with others.   Strong focus on delivery and high performance   Strives for excellence creating an environment that supports change Strong team player, working in partnership with others Flexibility Other requirements   Ability to travel PLEASE QUOTE REF 995321
