PLEASE QUOTE REF 5002540 Job Purpose:The post holder is required to provide advice on health, safety, welfare, well-being and statutory compliance to ensure the council meet its legal duties. The postholder is required to introduce and maintain policies and systems to ensure that the council is compliant with health and safety legislation.DescriptionProvide strategic and operational advice and guidance to managers in Children’s Services and Strategic Commissioning / Adult Social Care regarding all aspects of workplace health, safety, occupational hygiene and well-being. This will involve interpreting Acts of Parliament, Regulations and other Statutory Instruments and advising on how they should be implemented by managers and prioritised. Audit and monitor health and safety compliance using formal audit / compliance procedures and ensure action plans are in place for issues that require improvement, and recommend remedial to ensure that the current health and safety legislation is complied with Work with partner organisations / contractors / customers to ensure that compatible health and safety working arrangements are developed and achieved, as staff move significantly to joint working arrangements, arms-length organisations etc Provide risk management advice regarding legislation, finance and reputation risk in respect of health, safety and well-being Prepare and deliver formal training courses to managers, supervisors, and employees of Cheshire West and Chester Council as well as external organisations as required Establish / maintain health and safety group meetings within the Directorate and represent the Health and Safety Team at such meetings Liaise with inspectors from regulatory and enforcement bodies e.g. Health and Safety Executive, Fire and Rescue Service, Police, Environmental Health, Environment Agency, and Public Health. Establish procedures to monitor the directorate’s compliance with statutory provisions and the council’s policies and procedures  QualificationsNEBOSH Diploma level or equivalentNEBOSH Certificate Evidence of continuing professional development (CPD)  Chartered Member of IOSHTraining qualification e.g. PTLLS  ExperienceExperience of giving strategic advice to managers at all levels within an organisationExperience of working in a local authority Job relatedKnowledge   High level of knowledge & understanding of occupational health & safety, together with full knowledge of legislation, national standards and understanding of practices as related to occupational health & safetyKnowledge of how to implement Regulations and Statutory InstrumentsKnowledge of criminal and civil lawKnowledge of accident investigation techniques Knowledge of Council policies and proceduresKnowledge of risk assessment and risk management proceduresKnowledge of how to use technical measuring equipment, e.g. noise meters, anemometers, vibration measuring equipment etcKnowledge of a very broad range of occupational issues such as construction, driving at work, occupational health, education, social care, leisure, waste management, chemicals, machinery, stress etc  Person Spec -Job related knowledge: include, for example,. technical, specialist, procedural and organisational knowledge required for the job, including numeracy and literacy; knowledge of equipment and machinery; knowledge of concepts, ideas, other cultures or languages, theories, techniques, policies, procedures and practices + any requirement to use IT software applications.  Skills and Aptitudes   Ability to interpret complex lawAccident investigation skills Interviewing and negotiating skillsAbility to balance risk v cost and make recommendationsAbility to communicate at all levels within the organisation and with members of the public and contractorsAbility to run briefings and training sessionsAnalytical and judgemental skills in order to interpret complex health and safety situations and recommend courses of actionPhysical skills in order to access plant rooms, roofs, construction sites etcDriving skills Other Requirements    The post holder will be required to work with a high level of autonomy and independence with discretion to make recommendations on a broad range of issuesThe postholder must be able to deal with a number of emotional issues such as when investigating serious accidents / interviewing injured persons / witnesses etcThe postholder is required to work in unpleasant working environments from time to time e.g. situations where they are exposed to risks from the environment (e.g. dust) and from hazards (e.g. inclement weather)   Person Spec:  Skills and aptitudes: include an indication of level of guidance available e.g. ability to work under broad Council policy / prescribed policy and procedures / detailed guidance or instruction etc Any requirement for speed or precision with equipment and for interpersonal / communication skills eg training, interviewing, advising, counselling, conciliating, persuading, negotiating etc.  PLEASE QUOTE REF 5002540
